Former South Africa all-rounder Zander de Bruyn has not been offered a new contract by Surrey.
De Bruyn, who played three Tests against India and England in 2004, spent three seasons with the county after leaving Somerset.
The 38-year-old scored a mere 571 runs in 23 innings at the lowly average of 24.82 during Surrey's 2013 County Championship Division Two campaign.
"I have cherished my time with Surrey and I would like to wish the players and management all the best for the future. I am now looking forward to the next stage of my career," said de Bruyn.
Glamorgan, meanwhile, have recruited the veteran Jacques Rudolph, subject to clearance from Cricket South Africa.
Rudolph, who spent 2007 to 2011 with Yorskhire and 2012 with Surrey, is set to replace Australian batsman Marcus North as the county's overseas player for 2014 and 2015.
"With an increasingly heavy first-class schedule it will be a huge advantage to have a world-class opening batsman available to us. I look forward to welcoming Jacques to Glamorgan," added new chief executive and director of cricket Hugh Morris.
