Job Description

REGULAR HOURS OF WORK:? 8:00 a.m. to 4:30 p.m., M-F (May be required to work flexible hours)

SPECIFICATIONS:

Plans, operates, directs and controls the business affairs for adult services and insures the financial and business practices are in accordance with applicable State, Federal, and Local policies and practices.

?As an employee of the Fairfield County Board of Developmental Disabilities, the job incumbent shall comply with all Board policies at all times, and shall demonstrate respect for, support the dignity of, and observe the rights of all individuals served by the agency.

?DUTIES:

35%? FINANCIAL

???????? Performs all financial duties related to adult services operations.? This includes, but is not limited to: accounts payable, accounts receivable, general ledger, deposits, inventory, depreciation schedule, invoicing, purchase orders and statements.? Also included are quarterly and year-end tax reporting and W2 preparation. Develops and maintains the budget, accounts, and auxiliary records.? Performs all necessary computations and documents and maintains such records

???????? Analyzes and maintains accounts, expenditures, financial statements and reports for budget projections, financial planning and interdepartmental fiscal accountability.? Prepares all vouchers and payments of the programs? bills and expenditures for Director?s approval.? Establishes and maintains an accounting/bookkeeping system (general ledger payable, receivable, payroll, federal and private grants) in line with generally accepted accounting principles, federal, state, and county regulations for the Adult services Board.? Develops financial policies for Fairfield Industries Board approval and procedures for the conduct of all fiscal matters related to adult services.

????????? Directs and supervises biweekly payroll for all adult services staff, as applicable, and individuals served.? Oversees workers? compensation discount program and unemployment compensation for Fairfield Industries.? Reports any concerns to the Program Director.

????????? Develops specific operation plans and budgets required to achieve county and non-profit objectives related to adult services.? Monitors budgets of non-profit and county board and prepares fiscal reports as directed by Program Director.? Writes and articulates correspondence and communicates clearly both orally and in writing.? Provides support for Program Director in development and on-going monitoring of grants.? Supports Program Director in reports, discussions, and meetings with the non-profit and county board and corresponding committees as assigned by the Program Director.? Maintains confidentiality of operation and fiscal matters.

????????? Compiles all financial reports for all funding sources and the various legal requirements.? Prepares reports of financial condition and projections for the non-profit and county board and the respective committees as determined by the Program Director.

????????? Serves as agency liaison and provides supporting documentation to certified public accountants in performing the non-profit annual audit, as required by the Fairfield County Board of DD.

25%? VOCATIONAL HABILITATION

???????? Assists in procurement of and maintains production contracts.? Calculates and submits competitive and profitable bids for work to customers.? Maintains productive, efficient and safe work environment, determines supplies and equipment needed for production contracts and ensuring necessary equipment is purchased.?

?????????? Ensures the ability of the Fairfield County Board of DD to continue Medicaid billing of vocational habilitation services provided by the adult services program by maintaining compliance with the Department of Labor workshop certification requirements. This includes, but is not limited to, completing annual and as-needed surveys of prevailing wages of local industry, conducting time studies, assigning piece/hourly rates, and completing and maintaining all documentation necessary to maintain the Department of Labor Workshop Certificate.?

?20% MANAGERIAL

???????? Supervise and evaluate all assigned personnel.? Makes recommendations on hiring, firing, promoting and disciplinary action to Program Director.

???????????????????? Be familiar with and comply with the policy handbook (sections which apply to this position) and all other applicable policies, procedures, regulations, etc., as required for this position.

?10%? SUPPORT

???????? Performs and directs administrative support functions for the adult services programs, including, but not limited to maintaining client files, typing, maintaining staff vacation schedule, purchasing and maintaining personnel files for all adult services staff, as applicable, and individuals served.

????????? Assists Program Director with development and monitoring of adult services contracts as they apply to the county board.

????????? Monitors daily acuity and communicates staff intensity ratio to program managers to ensure county?s ability to bill Medicaid for adult services program.

5%??? Performs other related duties as assigned.

5%?? As necessary, complies with Safety Rules established for the purpose of fulfilling compliance with Ohio Employment Risk Reduction Standards, Rules or Orders, through the utilization of protective equipment and decontamination techniques.

QUALIFICATIONS:

  • Bachelor?s Degree in a business related areas such as bookkeeping, accounting or office management.
  • Minimum of three years related fiscal/business experience.
  • Knowledge of federal, state, local laws, rules and regulations related to financial and purchasing matters.
  • Knowledge of computer operations, word processing, financial spreadsheets, and database system required.
  • General business practices, business management, organization and supervision, budget development, accounting, purchasing and data processing practices, salary administration and contract negotiations preferred.
  • Knowledge of office practices and procedures.
  • Ability to operate basic office equipment and machines.
  • Awareness of computer operation, preferably Microsoft Office application.
  • Knowledge of record keeping systems and issues of confidentiality
  • Ability to make accurate arithmetic calculations, including whole numbers, fractions, decimals and percentages.
  • May be requested to lift, carry and move enrollees, including children, adolescents, and adults in a safe manner, according to in-service training, up to 50 pounds frequently.
  • Maintains current driving Ohio driving license and driving record acceptable to agency insurance carrier.
