Sparks fly as U.S., Pakistan spar over Afghan bloodshed (Reuters)

WASHINGTON/ISLAMABAD (Reuters) ? The top U.S. military officer accused Pakistani intelligence on Thursday of backing violence against U.S. targets including the American Embassy in Afghanistan, a stunning remark that fueled a war of words and seemed certain to deepen tensions in South Asia.

Admiral Mike Mullen said Pakistan's Inter-Services Intelligence agency (ISI) played a role in the September 13 attack on the U.S. Embassy in Kabul, supporting militants known as the Haqqani network.

That network, he said, is a "veritable arm" of the ISI.

The embassy attack was the latest in a series of violent episodes that were a blow to U.S. efforts to bring the Afghan war to a peaceful close.

Pakistan's interior minister rejected the U.S. accusations of Islamabad's links to the Haqqanis, one of the most feared insurgent groups operating in Afghanistan.

The minister, Rehman Malik, also warned against a unilateral U.S. ground attack on the Haqqanis, who are based in Pakistan's ungoverned tribal territories.

"The Pakistan nation will not allow the boots on our ground, never. Our government is already cooperating with the U.S. ... but they also must respect our sovereignty," Malik said in an interview with Reuters.

The harsh words appear to represent a new low in U.S.-Pakistani relations, which had barely begun to recover from the unannounced U.S. Special Forces raid that killed Osama bin Laden in the Pakistani city of Abbottabad in May.

COMPLETE BREAK IN TIES UNLIKELY

The tensions could have repercussions across Asia, from India, Pakistan's economically booming arch-rival, to China, which has edged closer to Pakistan in recent years.

A complete break between the United States and Pakistan -- sometimes friends, often adversaries -- seems unlikely, if only because the United States depends on Pakistan as a route to supply U.S. troops in Afghanistan, and as a base for unmanned U.S. drones. Pakistan relies on Washington for military and economic aid and for acting as a backer on the world stage.

Washington does not want to see further instability in the nuclear-armed country.

But support in the U.S. Congress for curbing assistance or making conditions on aid more stringent is rising rapidly. And Mullen, CIA Director David Petraeus and Secretary of State Hillary Clinton have all met their Pakistani counterparts in recent days to demand Islamabad rein in militants.

Bruce Riedel, a former top CIA analyst with close ties to the Obama White House, which he once advised, told Reuters administration officials have told him that militants who attacked the U.S. Embassy and NATO headquarters in Kabul on September 13 phoned individuals connected with the ISI before and during the attack.

Following the attacks, Riedel said, U.S. security forces collected cell phones the attackers had used. These are expected to provide further evidence linking militants to ISI.

Obama Administration spokespeople declined comment on Riedel's statements.

CONTINUED ENGAGEMENT

Mullen, who appeared with Defense Secretary Leon Panetta before the Senate Armed Services Committee, said U.S. aid to Pakistan "needs to be conditioned" on Pakistan's cooperation against militants. But as U.S. officials mull a host of unpalatable options for dealing with Pakistan, he cautioned against going too far.

"I think we need to continue to stay engaged. And I don't know when the breakthrough is going to take place. ... We need to be there, you know, when the light goes on," Mullen said.

A separate Senate committee voted on Wednesday to make conditions on U.S. assistance to Pakistan more rigorous, and contingent upon its cooperation in fighting militants such as the Haqqani network.

Mullen, who is about to step down as chairman of the Joint Chiefs of Staff, has been a defender of U.S. engagement with Pakistan and has met more than two dozen times with his Pakistani counterpart, General Ashfaq Kayani.

The Haqqani network is one of three allied insurgent factions fighting U.S.-led NATO and Afghan troops under the Taliban banner in Afghanistan.

In earlier testimony, Mullen said "the Haqqani network ... acts as a veritable arm of Pakistan's Inter-Services Intelligence Agency. ... With ISI support, Haqqani operatives planned and conducted (a September 11) truck bomb attack, as well as the assault on our embassy," Mullen said.

Insurgents struck the U.S. Embassy in Kabul and nearby NATO headquarters on September 13, killing at least seven people and wounding 19.

FLAT DENIAL FROM PAKISTAN

Of the Haqqanis, Mullen said, "We also have credible intelligence that they were behind the June 28 attack against the Inter-Continental Hotel in Kabul and a host of other smaller but effective operations."

Malik, the Pakistani minister, issued a flat denial of such accusations. "If you say that it is ISI involved in that (embassy) attack, I categorically deny it. We have no such policy to attack or aid attack through Pakistani forces or through any Pakistani assistance," he told Reuters.

The U.S. accusations underscore mounting exasperation in the Obama administration, which is struggling to put an end to the long war in Afghanistan.

Some U.S. intelligence reporting alleges the ISI specifically directed or urged the Haqqani network to carry out the attack on the embassy and a NATO headquarters in Kabul, two U.S. officials and a source familiar with recent U.S.-Pakistan official contacts told Reuters on Wednesday.

Mullen said the embassy attack and a bombing this week that killed former Afghan President Burhanuddin Rabbani, who personified hopes for peace negotiations with the Taliban, were examples of the Taliban's shift toward high-profile violence.

Such violence has been a blow to Washington's hopes to weaken a stubborn militancy and seal a peace deal with the Taliban as it gradually draws down the U.S. force 10 years after the Afghan war began.

"These acts of violence are as much about headlines and playing on the fears of a traumatized people, as they are about inflicting casualties -- maybe even more so," Mullen told the Senate panel.

"We must not misconstrue them. They are serious and significant in shaping perceptions but they do not represent a sea change in the odds of military success."

EQUESTRIAN | Captains Look to Repeat Last Year's Triumphs | The ...

Last season, the Cornell equestrian team made history. For the first time ever the squad took the gold at regionals. With the first show of the new season only a few days away, the Red is getting ready to take the riding ring by storm.?

Saturday?s show at Otterbein will include a wide range of teams from across the country ? most of which Cornell will not face again until nationals, according to junior co-captain Emily Kowalchik. This will allow the Red to size up its competition before all of the squads begin competing in their own regions. ?

A defining moment in last year?s season was the restructuring of the Intercollegiate Horse Show Association?s zones and regions. All of the colleges in the IHSA are divided into zones and then into regions. The competition season consists of primarily regional competitions which culminate with a zone competition and eventually a national competition. Cornell also participates in an all-Ivy show towards the end of the season. The restructuring left the Red still competing against Binghamton and Ithaca, but also brought some new challenges, such as Alfred. Despite the changes, the team was able to put its best hoof forward and establish itself as a top competitor. Comfortable in its new region, expectations for the coming season remain as high as ever.?

?We were really strong in our region last year, so we?re shaping up to look to do the same thing this year, which would give us the opportunity to go to nationals for the first time as a team,? said Kowalchik.

?Our goal is to win regionals again,? added senior co-captain Katie Fink.?

After the Otterbein show, the Red will compete in six shows over a span of four weeks. Two of these shows will be held at Cornell?s Oxley Equestrian Center. Competing in a sport where the most important piece of equipment is a 1,500-pound animal is no easy task. The team has five horses for which it is fully responsible, both during practice and Cornell?s home shows ? which are organized and run by the squad alone. This does not seem to faze the group.

?We?re a very well-oiled machine,? Kowalchik said. ?At practice, at our shows, everyone is very committed and that?s why it works.?

Head coach Chris Mitchell is equally proud of his team?s motivation.

?So far they?re doing phenomenally,? he said. ?[They are] all pitching in and doing their work.??

Kowalchik, Fink and Mitchell are all incredibly excited about this year?s lineup and are pleased with the results of the team?s tryouts, which took place about a week and a half ago.

?This is one of the strongest rookie classes that we?ve been able to find from tryouts in the time we?ve been on the team,? Kowalchik commented.?

?I think this team is actually stronger than it was last year,? Mitchell added.

Freshman Renee Botelho is just as thrilled to be a part of the squad.

?It?s a great atmosphere,? she said. ?The girls on the team are all really supportive ? All the veterans are really great at helping out the rookies and making it a smooth process.?

With the season on the horizon, the Red is working hard and looking forward to getting back in the saddle for what it hopes be another strong season.?

?We?re going to be a force to be reckoned with,? Mitchell said.?

Manning shows up at Colts practice (AP)

INDIANAPOLIS ? Peyton Manning made it out to practice Monday.

He's still nowhere close to throwing yet.

The four-time MVP was in good spirits when he made his first public appearance on the field since having neck surgery Sept. 8.

"Save a copy for me for my scrapbook," Manning joked as he walked past the television cameras filming his arrival.

Those around Manning are not elaborating about his medical recovery.

Fox Sports, citing an unnamed source, reported Sunday that Manning traveled to Europe for stem-cell treatment before his latest surgery. The procedure has not yet been approved for use in the United States.

Colts vice chairman Bill Polian and Tom Condon, Manning's agent, both declined to comment about the report following Sunday's 27-19 loss to Cleveland. On Monday, Manning's surgeons followed suit and Caldwell reiterated that the team would not provide any additional details about Manning's progress.

"Just in terms of how we've handled things around here, we have not discussed anything of that nature in terms of medical situations or whatever it may be," Caldwell said. "I think, also, in (the Sept. 8) release, we stated that we're not going to discuss anything further, and that's where I'm going to end it."

Dr. Gowriharan Thaiyananthan, co-medical director of the Chapman Neurosurgical and Spine Institute in Orange, Calif., said it's possible stem-cell treatment could speed up Manning's recovery.

But it's still unlikely, Thaiyananthan said, that the Colts will get Manning back sooner than the current timetable.

Manning is expected to miss at least two months after having an anterior fusion to treat a nerve injury that was causing weakness in his triceps. The procedure normally involves making an incision in the front of the neck, removing soft disk tissue between the vertebrae and fusing the bones together with a graft. The goal is to ease pain or address a disk problem.

Some doctors have said the recovery can take four months or longer, which could keep Manning out all season.

"He still has to recover from a cervical fusion, so I think that will be several months," Thaiyananthan said. "I think the hope is that he can get back to playing sports."

The stem-cell treatment does not use embryonic stem cells, which have caused so much consternation in the U.S., but rather cells from Manning's own body. Doctors harvest the cells, expand them and then put them into the body.

It's a procedure Thaiyananthan believes athletes may use more frequently in the future so they can avoid surgery. He's not alone.

"The stem cells very quickly affect the inflammation and then they're like a factory where they will regenerate right at the site," Dunworth said.

Manning had a prior surgery May 23, but that did not fix the problem.

The Colts are hoping this latest procedure will.

"He's convalescing from the surgery and that will take a little while yet, and then at some point, the doctors will bring him back and assess his situation," Polian said on his weekly Monday night radio show. "We're not sure when that will take place. He's up and around, I can tell you that. But it is surgery, and there is a period of time where it takes its toll on you, and that's where he's at right now."

Teammates were happy to have Manning back on the field ? even if it was only as a spectator.

When five-time Pro Bowl receiver Reggie Wayne walked past reporters and saw Manning, he blurted out: "(He's) walking it off."

The injury ended Manning's streak of 227 consecutive starts, including the playoffs, and without him, the Colts have not been the same.

They're off to their first 0-2 start since 1998, Manning's rookie season, and have scored only two touchdowns in eight quarters. Panicked fans are calling for changes, even replacing Kerry Collins who has started the first two games.

The Colts, however, are more worried about fixing the mistakes than making personnel changes.

"For the foreseeable future, it's not going to be the high-efficiency offense that we've been used to," Polian told listeners. "Kerry can't do that, nobody can. You could probably bring back Johnny U. (Unitas) and you wouldn't have that."
